The CAAL-CBPA Tactical Plan guides our direction, activities, and services. It builds on past successes and sets a forward-looking agenda, celebrating past accomplishments and outlining key priorities to support academic libraries in a rapidly evolving landscape.


Developed through consultation with member libraries, staff, and consortial partners, and guided by our shared values, this tactical plan focuses on seven strategic priorities, designed to enhance the impact and value of CAAL-CBPA's collective work and services.


  • Strengthen organizational agility & efficiency.
  • Optimize e-resource licensing program value and flexibility.
  • Leverage collaboration in shared collections and resource sharing.
  • Embed equity, diversity, inclusion, and accessibility (EDIA) in CAAL-CBPA governance and operations.
  • Ensure fairness and equity in the membership fee model.
  • Demonstrate organizational value and elevate organizational visibility and relevance.
  • Increase organizational effectiveness through consortial shared infrastructure and services.

The plan reflects CAAL-CBPA's enduring commitment to innovative and equitable postsecondary library services.


Building on each of the priorities are goals that broadly identify the actions CAAL-CBPA will undertake over the three years, and the anticipated outcomes from those actions.
