Purpose
CAAL-CBPA staff negotiate terms and agreements for resources on behalf of members to realize economies of scale for members per the priorities identified by the membership. To ensure that CAAL-CBPA staff represent member priorities in their licensing work, they shall:
- Regularly consult members as to their priorities; and
- Seek feedback on issues and questions arising in negotiations as appropriate, such as with licence terms and pricing.
To minimize calls on the time of the Collections Committee, this smaller, more nimble subset of Committee members and appropriate experts shall advise and support the CAAL-CBPA Collections Committee and CAAL-CBPA licensing staff on matters related to the e-resource licensing program.
The consultative process takes time to ensure due diligence in the consultation process so that the resulting offers and agreements align with:
- Licensing best practices;
- Shared priorities;
- Shared licensing principles;
- Members’ institutional policies and risk tolerances; and
- Legal and regulatory frameworks.
